The majority of restraint cutters is actually an adaptation of existing tools and is not designed for the unique situations encountered by public safety professionals. 

Enter the ASP Scarab Tri-Fold Cutter, a tool that utilizes compound leverage for safely severing restraints — without presenting a weapon that can be used against the officer. The smooth, low profile design of the SCARAB locks in a closed position. To lock the SCARAB in position, close the handles around a split ring and push the extensions into the body of the cutter. The SCARAB can be easily carried in a uniform pocket or snapped onto a key ring or tactical bag.
